To make a clean install or upgrade your site,

1. FTP Client: upload all the content of this folder using FTP to http://*yoursite*/
2. Control Panel: create an empty mysql database, set one user for the database with a password. 
3. Point your browser to http://*yoursite*/

Linux command line
Upload tar.gz file to an emtpy folder:

tar xvfz *.tar.gz
